The Crystal Palace midfielder broke his leg earlier this month but was given every opportunity to prove his fitness ahead of the tournament in France.
And the 29-year-old, who resumed light training last week, has been deemed worthy of inclusion.

Real Madrid forward Gareth Bale, who won the Champions League for a second time at the weekend, has also been included along with Arsenal midfielder Aaron Ramsey.
Wales will compete in their first major international tournament since 1958 this summer and have been drawn in Group B alongside England, Russia and Slovakia.
