Voters take part in citizens' forum

Sixty ordinary voters are visiting 10 Downing Street to take part in a Citizens' Forum as part of the Government's six-month policy review process.

The voters - chosen by pollsters Ipsos Mori as a cross-section of society - will debate a series of challenges faced by ministers when they are trying to improve public services.

Their findings will be presented on Thursday to an extended meeting of Cabinet, which will consider the conclusions of policy review groups looking at the public services, the role of the state and crime.

These reviews - and three others on Britain and the world, economic dynamism and energy and the environment - will be published from mid-March onwards, providing a direction for Government policy in the coming years.

In a pre-recorded video, Prime Minister Tony Blair tells participants their discussion will help form Government policy as well as helping them understand the complexities of the questions ministers must deal with.

Mr Blair said: "We are finding people - once they get to grips with the complexities of the issues and the choices that are available - are prepared in fact to come out with quite radical solutions provided they are ones that they think are fair and that work."
