Two men are due in court charged under the Terrorism Act following their arrest in early morning raids last week.
The two were held in Halifax, West Yorkshire last Tuesday.
Rizwan Ditta, 29, of Royd Terrace, is charged with 13 offences under the Act, and Mohammed Dilal, 25, of Thrum Hall Close, faces two charges.
They are due to appear before City of Westminster Magistrates' Court, Scotland Yard said.
The offences concern allegations that Ditta possessed several computer files with titles such as Attack Against American Troops, Sound of Jihad, Hamas Bomb and Instructions.
It is alleged that Ditta had files in circumstances which give rise to a "reasonable suspicion" that they were for a purpose connected with the commission, preparation or instigation of an act of terrorism.
He is accused of having files which contained information of a kind likely to be useful to a person committing or preparing an act of terrorism. Ditta is alleged to have committed the offences on a date before October 26 2006.
It is alleged that Dilal had "without reasonable excuse" a record containing information of a kind likely to be useful to a person committing an act of terrorism, namely five copies of a CD entitled The Manhattan Raid and a computer file of the same title.
It is also alleged that he possessed a record containing information of a kind "likely to be useful to a person committing an act of terrorism" - a disc containing a clip entitled Al Qaida. The allegations concerning Dilal are dated January 23.
Warrants of further detention for the two men were previously granted by the City of Westminster Magistrates' Court following an application from the Metropolitan Police's Counter Terrorism Command.
