Independent review into Pc shooting

12 April 2012

An independent police review is to be carried out into the fatal shooting of an officer who died while protecting his unarmed colleagues being held at gunpoint.

Rat-catcher Peter Medlicott, 33, is believed to have shot Pc Richard Gray with a .222 calibre rifle he used for pest control before before turning the gun on himself.

The officer had been called out to a domestic dispute at Medlicott's flat in Shrewsbury, Shropshire, when he was gunned down with what detectives described as a "legally held" weapon.

The Independent Police Complaints Commission (IPCC) has said it had been invited by West Mercia Constabulary to look into the contact officers had with Medlicott prior to the shooting on Sunday.

An IPCC statement said Medlicott was known to the force, having been arrested for assault about a month before the incident. The review will also examine "the circumstances in which he came to hold various firearms," the statement said.

John Crawley, commissioner for West Mercia Constabulary, said: "Following the horrific events that unfolded on Sunday, the IPCC has been in continuous contact with West Mercia Constabulary to agree how, working together, we can best ensure that any lessons for the future are learned.

"Pc Gray was involved in a serious armed response incident a number of years ago in Shrewsbury which was referred to the IPCC. I had cause at that time to comment upon his exceptional bravery and decisive conduct, which on that occasion preserved life.

"It is a terrible sadness that this officer has been lost in this way to the police service and to the welfare of the people of Shropshire."

Post-mortem examinations carried out on the men revealed they both died from single gunshot wounds to the head.

An inquest into their deaths was opened an adjourned on Tuesday by Mid and North West Shropshire coroner John Ellery. Pc Gray was based in Shrewsbury and lived with his bank manager wife Jennifer. The IPCC investigation will be led by deputy senior investigator Dawn Mutch.
