London memorial for 11 September victims

A memorial to the victims of the 11 September terrorist attacks on the United States is to be erected outside the American embassy in London.

Downing Street said Culture Secretary Tessa Jowell would give full details of the plans tomorrow. Ministers have been liaising with US authorities over the best way to mark the anniversary of last year's attacks in New York and Washington.

Ms Jowell will also spell out plans for a memorial service which will be attended by members of the royal family, senior ministers and relatives of the 78 Britons who were killed.

Meanwhile, Tony Blair today interrupted his family holiday in Le Vernet, near Toulouse, for talks with French Prime Minister Jean-Pierre Raffarin amid growing public concern over possible military action against Iraq.

Mr Blair's position as America's strongest European ally is angering British voters, who do not believe an attack is justified, a YouGov opinion poll found today.

France has warned there should be no attack on Iraq without a United Nations mandate.
